I reckon that the appeal of skimpy maid dresses stems from the same source as spudty nurse outfits, cop uniforms etc. Perversion and debauchery of what is generally respectable and professional for cheap thrills and lust.
Of all the job uniforms, maid outfits seem to have been hit the hardest. Kind of makes sense that it happened. Those trying to peddle their coomer content using maids (be those photo cosplays, drawings or something else) struggle to capture, or even appreciate, the true appeal and instead treat the "problem" like just another nail, the only way they know.
