There are plenty of French people online, I even know a few. How am I supposed to notice anyone's nationality in English speaking spaces unless they explicitly state it?
They exist, they've just gradually capitulated and switched from French language to English language sites and forums as there's 10 times more English speakers than French speakers (Africans don't count, they largely stick to Facebook and social media and produce no OC.)

The modern educated French youth is highly proficient in English and has no trouble learning it through the Internet. English is, to quote Michel Thomas, just badly pronounced French. If a Frenchman doesn't speak English, they're not worth talking to.

These images were very quickly censored, no one in France knows about this attack.

Honestly it feels like some nationalities are just more likely to either spend their time online in general or communicate with the anglophone community instead of just talking to their compatriots.
E.g. the Japanese talk a lot but mostly among themselves. Scandinavians are disproportionally overrepresented on the (English-language) interwebs. People like Italians you hardly ever encounter outside of faceberg. 

It probably has something to do with culture, level of education, level of development of a nation's domestic internet segment (local forums and services) and even climate. 

I used to play online videogames a lot and have met people from all over. The French were fairly numerous, having the most presence after Germans and Spaniards (though those were intermixed with Mexicans so it's hard to tell), more populous than Poles. Their English proficiency isn't *too* high and the majority prefers to stick to their own. Also, while it's not applicable to the imageboard format, many of them seem to be self-conscious of their accents, especially since sometimes they are mocked for those, apparently, which is a shame because it's underrated.
